I had a team mate take this along for arachni's haunt just yesterday. We had two heroes and a human with aegis.. pretty much 100% uptime on backliners. .. but winds was doing something! perhaps being another target for spiders with barrage but damnet it was doing something!

Ty for the post on Power Shot!!! I facepalmed myself for not checking that first, sorry about that... Aside from my own shortcomings on the pve/pvp split, this thread has enlightened me to people's lack of knowledge on so many skills!
WoR and Xinrae's for example! How anyone could overlook their strength is beyond me.
My 2 cents on the UNDERpowered skills, would have to throw Mind Burn into the mix. This isn't because its a "bad" skill damage wise or anything, its just that if you play fire you have so many choices for elites, you could never find a reason to take it over Searing Flames or Mind Blast or Savannah Heat etc etc etc. So it's underpowered by relative comparison!

When Nightfall was new Reaper's Mark saw alot of use in RA(stacked with faintheartedness and a cover hex), so anet clipped of one degen arrow and lengthened the recharge. For my money, the worst necro elite skill is Ravenous gaze, that is some lame lifesteal there

Armor of Frost: useless and outclassed by frigid armor.
Mist Form: poor man's SF
Vapor Blade: pound for pound, worse than ice spear but has a slightly better range.
Swirling Aura: of limited use, there are better ways to deal with rangers.
Most of Tactics: stinks for warriors but some skills are ok for other classes.
Barbarous slice, pure/jaihenzu strike: if you aren't in flail or frenzy you're doing it wrong. Skills that encourage you to do it wrong are bad.
Dragon Slash (pvp): no brawling headbutt to go with it. :`(
Hamstring: energy cost too high.
Shadow Form: Can't maintain it without 2 other skills. PBAoE still damages/removes it. Doesn't quintuple damage. Doesn't improve your drops. (In case you can't tell, I'm joking.)

most mesmer skills suck in pve to be honest, a serious pve/pvp split is needed for mesmers to bring them back to pve without overpowering them in pvp.

Let me just say skills that are unique (that there are never alternatives for) can't be called underpowered. There will always be some use for them, ie there was someone earlier on saying Whirling Defense was underpowered, but if used with 'On Your Knees!' and NRA it doesn't seem so underpowered anymore. Frenzy also can't be underpowered, because like all IAS skills, it has a drawback, but if there is no one around to fulfill that drawback on you (such as in PvP) it becomes kinda good doesn't it? Flail has unseen consequences because although it increases your attack speed, it also decreases it because you can't go places. You can put Dash on but that's another skill sucked up...
Lamentation, on the other hand, has no alibi. There are hundreds of alternatives to it, in fact, almost all straight damage skills outrank it. Never mind that it's untyped AI-damage, a skill without AI-damage probably has lower recharge and can probably outrank the 75 damage it does every 20 seconds.

no no, i'm saying armor of mist is good.. and in many situations i find armor of mist to be superior to frigid armor. I guess i find it puzzling that armor of frost exists, but then we have ten classes to choose from in pve and we only need monks and sins.

iQ made good use of it a while back, it's not SO bad.
Winds is UTTERLY useless, because it affects you as well as your enemies, and has such a stupidly low %. Nice work ANet.

Actually, this is a very valid point.
Aside from SF being retarded with 100% upkeep...it is completely useless without 100% upkeep (in any balanced group anyway).
